麻雀飛翔伝 哭きの竜 飛竜之章

An OVA released in 1991. Unlike the previous OVA series, this episode was produced separately by Toshiba. The protagonist, Ryuu or Crying Dragon, is a mysterious man who often plays games with the gang members.
